Do rates of mental illness, unemployment, poverty, or substance abuse explain variation in homelessness rates across the United States? What about temperature, immigration, or race? No. Cities and counties with higher rates of mental illness, poverty, substance abuse, warmer temperatures, immigration, etc., do not necessarily experience higher rates of homelessness. Instead, the primary factor driving homelessness is the availability and cost of housing.
